This guide is for British, Irish and other non-Cypriot adults who are weighing up permanent residency in Cyprus and cannot tell which version applies to them. By the end you will know which of three statuses fits your situation, what each one leaves out, and which questions to take to a licensed adviser.
The short answer: Cyprus has no single permanent residency. The phrase covers three things. One is a permit for non-EU nationals known as Category F. Another is permanent residence earned through years of lawful stay. The third is rights held under the UK Withdrawal Agreement. Your passport and your arrival date decide which one you are dealing with.
Three things people mean by "permanent residency"
Most search results blur these together. Separate them first, because each has its own application, evidence and rights.
- Category F permit (non-EU nationals). This is the permit most people mean when they search for the Cyprus permanent residency programme. It is issued under the Aliens and Immigration Regulations. The applicant shows secure income or capital from outside Cyprus, or makes a qualifying investment. Cyprus employment does not count as the basis. Many pages describe this as the route to "permanent residency in Cyprus for non EU" applicants.
- Permanent residence after years of lawful stay. EU citizens who register and live lawfully in Cyprus for a continuous period gain a right of permanent residence under EU free movement rules. The Cyprus authorities issue a document that confirms it. Your Europe sets out the EU rules in plain language.
- Withdrawal Agreement residence (UK nationals who moved before 1 January 2021). If you lived lawfully in Cyprus before that date, your rights differ from those of a UK national arriving today. The UK government explains them in its Living in Cyprus guidance.
A UK or Irish national arriving in 2026 starts from a different place. Irish citizens hold EU rights. UK citizens arriving now count as third-country nationals, so they look at the Category F route or at a temporary permit. Our guide to Cyprus residency permits covers the temporary permits and timelines that come before any permanent status.
A worked example: two British readers, two different answers
Take two people who both type "how to get permanent residency in Cyprus" into a search box.
The first moved to Paphos in 2019, registered as a resident and has lived there ever since. Category F is not her question at all. She needs to confirm that her Withdrawal Agreement documents are in order, and whether her years of lawful stay let her move to a permanent status. Paying an agent to file a Category F application would be the wrong tool for her.
The second is a retired man in Surrey with a pension and savings. He plans to move next year and will arrive as a third-country national. His route is Category F on secure income from abroad, or a temporary permit first if he wants a lighter commitment. He has no accrued years to count.
Same keyword. Different law, different documents, different first step. The decision rule is simple. Write down your passport, your arrival date and where your money comes from. Those three facts select the route. Do this before you read any provider's sales page.
What Category F asks for, in plain terms
Category F is the permit behind most searches for "cyprus permanent residency category f". The requirements below describe how it works. Exact amounts change, so take current figures from the official source rather than from a blog, this one included.
The two routes into it
The first route rests on secure income from outside Cyprus. The applicant shows a regular income, usually a pension or investment income, that covers their needs without work in Cyprus. The authority sets the annual amount and adds an uplift for each dependant. Confirm the current figures with the Civil Registry and Migration Department.
The second route rests on a qualifying investment, such as new property bought from a developer or a stake in a company or fund. The investment rules, the tax treatment of the purchase and the deposit arrangements all carry detail that shifts over time. Treat any figure you read online as a lead to check, not an answer.
Conditions that apply either way
- A clean criminal record from your home country and any other country you have lived in.
- Proof of medical cover and a medical certificate.
- A permanent home in Cyprus.
- Documents that are certified and, where required, translated.
The Civil Registry and Migration Department publishes the forms and the current criteria. Check that page before you look at any adviser's quote.
What the permit gives you and what it does not
Searches for "benefits of permanent residency in Cyprus" turn up lists that read like adverts. Here are the benefits stated plainly, with the limits beside them.
- Right to live in Cyprus long term. The permit is open-ended in principle, but it carries ongoing conditions. Holders must keep meeting the criteria they applied under, and the authority can check.
- Family inclusion. Spouses and some dependent children can join the application. Rules for adult children and parents differ, so ask before you assume.
- No general right to work. Category F rests on income from abroad. It is not an employment permit. If you plan to work or run a business, put that question to an adviser before you file.
- No citizenship clock on its own. Permanent residency and citizenship are separate processes with separate tests.
- No automatic access to the rest of the EU. The permit lets you live in Cyprus. It does not give you free movement to settle in another member state.
The question the ranking pages skip: does a permit make you tax resident?
No. Immigration status and tax residency run on different tests. A permit lets you stay. Your tax position depends on the days you spend in the country. For the 60-day rule, it also depends on whether you have a business, employment or directorship in Cyprus and keep a permanent home there. Without those, the 60-day rule does not apply to you.
This matters most for retirees. A person on Category F who spends 183 days or more in Cyprus is tax resident on the day-count test. A person who spends fewer days and lives elsewhere for the rest of the year can end up resident in two countries at once. Our guide to the Cyprus non-dom regime explains how the 0% rate on dividends and interest works for a non-dom, and the catches that come with it.
The permit also leaves your old country's exit rules in place. If you leave the UK, HMRC applies its own residence tests. Our page on moving to Cyprus from the UK walks through that side of the move.
Compare your options by cost drivers and timing
No article can give you a reliable total, because the amounts shift and depend on your household. These are the drivers that set the bill and the wait for each route.
- Category F on income from abroad. The main costs are proof of income, document certification and translation, and adviser fees. The wait depends on how complete the file is when it reaches the office. Missing certified copies are the usual cause of delay.
- Category F by investment. The main cost is the investment itself, plus the taxes and fees on the purchase. Timing follows the property or fund, so a delayed build delays the application. Having a lawyer read the sale contract matters more here than anywhere else.
- Permanent residence by lawful stay (EU nationals). The government cost is low, but the price is time. You need years of registered, continuous residence and the paperwork to prove it.
- Withdrawal Agreement holders. The cost lies mainly in keeping records in order. Renewing or replacing documents is the main task, and the UK guidance above sets out who qualifies.
- Temporary permit first. Many UK arrivals start here, because it lets them see whether they like the place before they commit capital. The permanent decision waits until later.
What the process feels like in practice
Official processes in Cyprus run on paper and in person. Expect appointments, certified copies and waiting. Build your document pack in the order the office asks for it, and keep two sets of everything. A complete file moves faster than one that needs a second visit.
Rules and thresholds change, and much of the guidance online is out of date. That includes provider pages that rank well. Check any figure against the ministry's own page on the day you act.
Readers of this site ask about residency first, then tax status, healthcare access and where to live. The order matters. Settle the residency route before you sign a lease or buy, because the property rules for Category F can differ from those for an ordinary purchase.
A short checklist before you pay anyone
1. Write down your passport, arrival date and income source. 2. Name the status you are after: Category F, lawful-stay permanent residence or Withdrawal Agreement rights. 3. Read the current criteria on the Civil Registry and Migration Department page. 4. Decide whether you plan to work in Cyprus, because that changes the route. 5. Check the tax side separately, using the day-count and 60-day tests. 6. Ask a licensed adviser to confirm the route in writing before you commit money.
Next step
This is general information, not legal or tax advice. If your answer to step two is still unclear, take your passport, arrival date and income details to a licensed Cyprus adviser. Ask them to name the status and the evidence it needs. You can request an introduction to a vetted adviser through ClearCyprus and start from the numbers in force now.

Common questions
What is Category F permanent residency in Cyprus?
Category F is a permit for non-EU nationals under the Aliens and Immigration Regulations. It rests on secure income from outside Cyprus or a qualifying investment. It does not act as an employment permit. Confirm the current criteria with the Civil Registry and Migration Department.
Can a British citizen get permanent residency in Cyprus now?
It depends on arrival date. A UK national who lived in Cyprus lawfully before 1 January 2021 holds Withdrawal Agreement rights. A UK national arriving now is a third-country national and looks at routes such as Category F or a temporary permit.
Does permanent residency in Cyprus let me work there?
Category F does not give a general right to work, because it rests on income from abroad. If you plan to work or run a business, ask a licensed adviser which permit fits before you file.
Does a Cyprus permanent residency card make me a tax resident?
No. Tax residency follows its own tests, the 183-day rule or the 60-day rule with its conditions. A permit lets you stay. It does not set your tax position.
Is permanent residency the same as Cyprus citizenship?
No. They are separate processes with separate tests. Holding permanent residency does not start a citizenship clock on its own.
How long does it take to get permanent residency in Cyprus?
The time depends on the route and on how complete your file is. Missing certified copies cause most delays. Ask the Civil Registry and Migration Department or your adviser for the current processing position.
